Lucy Rios was born in San Sebastián, Puerto Rico and raised in Perth Amboy, New Jersey; moved to Waukegan in 1982. Has been a longtime resident of Lake County. Lucy earned her Associate Degree in Social Science and Rehabilitation from Middlesex County College, Edison, New Jersey and her Bachelor of Science Degree in Social Work & Administration, from Mundelein College, Chicago. Lucy is presently the CEO/Administrator for “Lucy’s Home Care Express, Inc which assists seniors 55 and up with activities of daily living.
Lucy has served in many different boards throughout Lake County. Currently, she is the President of the Puerto Rican Society. Lucy became the first Hispanic woman, elected and re-elected to office as Waukegan Township Trustee. She has served on the Board of Director for Catholic Charities, Lake County Chamber of Commerce, Coalición Latinos Unidos of Lake County (co-founder) and Lake County Partnership. Lucy is the Past President of Hispanic Organization of Woman, Waukegan Community Federation, First Midwest Bank Reinvestment Act, Lake County Hispanic Chamber of Commerce (co-founder). She has served on committees for the College of Lake County, United Way of Lake County and received a mayoral appointment to the Waukegan Developmental Committee.
Lucy has been the recipient of numerous awards and recognitions including “Woman of Achievement Award” presented by YWCA of Lake County, Martin Luther King Dreamers Award presented by Waukegan Township and “Latina Leadership Award” presented by Governor Jim Edgar.
While Lucy hero is her father and Julia de Burgos, a Puerto Rican civil activist, her source of inspiration is her 5 children. “As a single parent, I had to be there for them, they have made me strong. Every Day is a new day”. Lucy has 5 wonderful children, 14 grandchildren, and 3 great-grandchildren.
